So, is this a protest sign, or a construction sign?

I've seen version of "construction zone ending" signs in the US and some parts of Canada, this was the first and only chance I had to take a picture of one though.
To someone who's used to seeing signs that explain themselves a bit better, this particular sign makes one think a bit more about the sheer amount of "construction" around us.
"Question everything" -- why is clearing trees for a road "construction"? Is contruction what it really is, or what the contructors want us to think?
While I understand the needs fulfilled by such development, I also understand the need for mourning the losses due to "construction": mourning the losses of destruction for construction.
